Three separate but interconnected reforms have reshaped the way property investors access UAE residency — and together, according to Polaris Corporate Services, they represent the most significant easing of property-linked residency rules in Dubai's history.

The two-year visa loses its price floor

The change that will matter most to first-time and mid-market buyers arrived with little fanfare. As Khaleej Times reported, Dubai quietly removed the AED 750,000 minimum property value that previously applied to the two-year investor residency visa. Sole owners can now qualify regardless of how much their property is worth — the only firm condition is that the title deed is in their name alone. For jointly owned properties, each co-owner must hold a share with a DLD-certified value of at least AED 400,000, down from a less clearly defined prior threshold. Fragomen, the global immigration law firm, confirmed the relaxation in a client advisory, noting that the previous AED 750,000 floor had simply been removed for individual applicants. The practical effect is that a wider band of international buyers — particularly those purchasing in emerging communities or smaller apartment formats — can now anchor a UAE residency to their purchase without needing to stretch their budget to a specific threshold.

The Golden Visa drops its upfront cash rule

For the ten-year Golden Visa route, the headline AED 2 million investment requirement stays intact, but a February 2026 policy circular quietly dismantled one of its most frustrating structural barriers. Previously, applicants using a mortgaged property had to demonstrate that at least 50 percent of the property's value — or a minimum of AED 1 million — had already been paid. That cash-down requirement is now gone. On April 11, 2026, GDRFA Dubai and the Dubai Land Department formalised a memorandum of understanding merging three previously separate residency programmes into a single digital channel. The three pathways now covered are the ten-year Golden Residency, the five-year Retiree Residency, and the two-year Property Owner Visa. According to Polaris Corporate Services, the new platform went live on April 16, with DLD feeding real-time property valuations and title verifications directly into GDRFA's backend. Beyond property-specific reforms, the Golden Visa programme itself has continued to expand in scope. The programme now covers freehold zones across multiple emirates — Dubai, Abu Dhabi, Sharjah, Ras Al Khaimah, and others — meaning investors outside Dubai can also structure qualifying portfolios. In October 2025, the Ministry of Foreign Affairs extended consular services to Golden Visa holders, a development CEOWORLD magazine described as formal institutional recognition that this residency class has distinct needs both in normal times and in emergencies. A 2025 rule update also removed the previous six-month overseas-stay limit, meaning holders can travel freely without risking automatic cancellation of their residency.

The cumulative effect of these changes is a residency framework that is more accessible at the entry level, less capital-intensive at the premium level, and operationally faster for everyone. Buyers who previously held back because of the 50 percent down-payment rule for the Golden Visa, or because their purchase value fell below the old two-year visa floor, now have clear pathways to long-term UAE residency. Agents advising international clients should flag the unified GDRFA–DLD portal as the new first stop, obtain a DLD-certified valuation before contract signing, and confirm whether the property — completed, off-plan, or mortgaged — meets the relevant threshold. The rules have moved firmly in the investor's favour; the process has become markedly more efficient.
